National University of Mongolia
Launched on November 6, 2023, the Policy Research Laboratory (PRL) at the National University of Mongolia (NUM) is dedicated to conducting high-impact, evidence-based research to support both internal university development and national public policy formulation.
The PRL aims to:
- Provide comprehensive, data-driven recommendations to improve university
administration; - Deliver evidence-based insights for policymakers using factorial analysis;
- Conduct interdisciplinary research to address pressing socio-economic challenges facing
Mongolia.

Core Activities of PRL
- Internal Policy & Governance Research:
Development of policy recommendations for enhancing internal management and administration at NUM. - Socio-Economic Strategy Research:
Research aligned with national strategic documents such as SDG 2030, Vision 2050, and the New Revival Policy. - Public Policy Training & Events:
Organizing research, training programs, and public policy-related events. - Policy Planning & Evaluation:
In-depth studies on policy planning, implementation, and monitoring (including ex-ante and ex-post evaluations). - Specialized Research:
Advanced research in economics, finance, social policy, regional development, innovation, and sustainable development.
Selected Projects & Research Highlights
1. Training Cost Model Development at NUM
Implementing scientific, data-driven modeling for modernizing the university’s financial management systems.
2. Enrollment Policy & Marketing Optimization
Research to improve student recruitment strategies and marketing practices.
3. NUM Strategic Development Plan (2025–2030)
A five-year strategic document focused on:
- Academic research
- Comprehensive learning
- Social engagement
- Resource management
- Administration
Includes proposals to enhance NUM’s global ranking through strategic planning, modeling, and revenue diversification.
4. SDG-Aligned Education Sector Study
First national effort to integrate Sustainable Development Goals (SDGs) into Mongolia’s education policy.
Conducted with UNDP support, the project analyzed over 40 studies in sustainable development and green economy, providing key policy recommendations.
5. Trade Sector Development Strategy
Commissioned by the Ministry of Food, Agriculture and Light Industry, this study:
- Analyzed agricultural commodity exchanges, e-commerce, and trade in services
- Proposed legal reforms and a cluster development strategy
- Drew on international best practices
6. Tourism Development Index
In collaboration with the Ministry of Ecology and Tourism, this index:
- Measured tourism development in 21 provinces and 5 regions
- Used DEF methodology, 17 core and 102 sub-indices
- Offered a tool for local tourism policy and investment decisions
7. Customer Strategy Research for NOMIN Holding
Consulting services to support customer-centered strategy development and business policy innovation.
Short-Term Non-Degree Courses

Partnerships & Cooperation
General Administration of Customs of Mongolia
An MoU was signed on January 11, 2024, to strengthen cooperation in:
- Customs training and capacity building
- Joint research and policy analysis
- Organizing scientific conferences and professional exchange
- Developing customized training programs
- Publishing academic journals in the customs sector
